I would assume that they are changed as needed, like if something breaks or if it doesnt work properly. I doubt that they regularly change entire sets. As for costumes, the same. Sometimes new actors in a part would get new versions, or again if it starts to look old. I again doubt if they regularly change them Sorry that post was a bit pointless.
