While I am no expert on Ball culture, I think you're missing the forest for the trees. You're trying to impose a strict, current definition of "drag" upon a scene that didn't have such strict definitions as we do now. Ball culture was compromised of trans women, and others outside the gender norm, joyously celebrating themselves, as themselves -- labels are kinda erroneous. As we say in the South, bless your heart.
Obviously, you place more on sets and bombast than others do -- and that's OK. But you also have to accept that many, many others place more import on a well-written book, solid songwriting, and a cohesive whole than just ...sets. That's not the "downfall of theatre", it's personal taste (which may not be aligned with your own.)
