They explain this in the novel. Fantine can't afford to keep Cosette in town and she sees how well the Thenardiers care for their own daughters--it seems like a good fit to her.
"It's because she's hot and the others are all homely and ugly and they're jealous."

The reason they hated her is because they saw her job at hosting the Oscars.

They didn't do so well with Gavroche. In the book, wasn't he the son of the Thenardiers? I don't think they ever make that connection in the musical.
You're right: in the novel, it is explained that Mme. Thenardier treat her daughters like queens and her sons like trash, which is how Gavroche ended up on the streets; his mom simply didn't bother to notice that he was gone.
