It's not a SINGLE rose being renamed. But a species or variety of rose. Naming one rose isn't a very nice tribute since that single rose will die. Naming a species of roses ensures that her name will go on and on as people plant them from years to come.
A rose isn't simply a rose. There are many variations of roses and those roses are often cross-bred to create new roses.
In the film Mrs. Miniver Mr. Ballard (played by Henry Travers who is better known as Clarence from It's a Wonderful Life) created a new rose that he chose to name after Mrs. Miniver (Greer Garson).
What I don't know is if an existing rose is being renamed of if a new rose is being bred. Since it's an ENGLISH rose I'm sure the original flower will be in England but I would think the roses will be available to those in states who really want them.

Actually, find out what company will introduce the rose in the UK. That is, who will administer the plant patent. Sometimes roses are sold in different countries under different names and are handled in different countries by different companies. Roses in Canada often have different names that the same variety in the US for instance. Contact the UK company and ask first off, when the Natasha Richardson rose will be introduced and then if the patent has been licensed in the US.
The Natasha Richardson rose will be a new variety. Roses are not renamed once they have been introduced.
