NPH has confirmed that he and David are expecting twins in October via a surrogate.

Wonder if they'll get married before the babies arrive -- who knows how long the window of opportunity will be in CA next week!

This is a lot of speculation in that article. I'm happy for them if it's true, but I'd rather wait for more confirmation than an anonymous "source" and no comment from their reps.
I was hoping they announced their engagement for a fully legal marriage.

It was reported as an unconfirmed rumor in a variety of places, and his press rep was being contacted for comments.
So, rather than fielding more inquiries, I gather he just used a tweet (I would guess).
