That title was awarded to Miss Tina Turner after her huge comeback in the 80s. I believe there was big MTV/Rolling Stone thing. Who takes those things seriously anway....I mean Elvis is the King...what about Chuck Berry?

I think also there was a fuss over Debbie Harry being the Queen of Punk. I'm sure in couple of years all of these titles will be given out again. Mary J. Blige the new Queen of Soul.
