I believe it has to be today or tomorrow -- as of right now, tomorrow is the last day they are in session. They could, however, announce on either day that they are tacking on more days. (I believe tomorrow is already a tacked on day.)

He's being melodramatic. SCOTUS struck down Section 4 of the Voting Rights Act, which means that the federal government must clear any changes to voting law in certain parts of the country (ie- parts of the South).
Edit: Section 4 determines WHAT areas of the country need government clearance. Section 5, which is the clearance clause, still stands. But without Section 4, Section 5 is basically unenforceable.
