Tobias is actually supposed to be WAY younger than Mano actually is...I think around Toby is around his early to late teens.

That's what I assumed. :) I thought maybe he could go as far as 20, since he's obviously supposed to be a little bit childish, but maybe not truly a child.

Since the show is his account of the tale of Sweeney Todd, meaning it takes place in the past tense, it's okay that he's older..if that makes any sense.

Yeah, definitely late adolescence... but I'm sure it's kind of difficult to find an actor that young who can sing, act and play multiple instruments. Plus, he doesn't strike me as looking too old for the role.
