Yes, this was a sketch on the Tracey Ullmanm show. The cop makes Tracey tap dance to prove she's sober. At one point, he's tap dancing on the hood of her car. The routine gets so complex, she finally gives up and says, "aw hell - I'm drunk!"
Actually, she didn't admit to be drunk until at the end, the cop asks her to recite the alphabet backwards, which was even funnier after all they'd already done.
