Is this going to be like Summer Streets event they hold every August ? If so, it sounds like a lot of fun, although I am sure not for those who work in the area.

That article Liza posted does a good job mitigating what I thought that might mean; the League (the conglomeration of 32 tax-paying for-profit organizations) being a not-for-profit promotional organization for the sport makes some sense to me. I think it's more a problem of optics than practical swindling that some might imagine.
I don't think it's nearly as big a deal, in the long run, as the federal antitrust exemption that MLB boasts, for example.
As for the OP, this is fairly standard as far as I'm aware for a Super Bowl to have a weeklong festival of activities on prominent display in the host city. It just hasn't ever been held in a city like NYC since this NFL Experience became tradition. Times Square is a natural fit for what the NFL wants as its tourist base, just happens to be a markedly busier location than recent previous cities' locations (New Orleans, Indianapolis and Dallas the last three. I remember Indianapolis' made a big splash because they set up a massive zipline right through downtown - imagine that in Times Square??)
Sometimes I miss living in Hell's Kitchen. This isn't one of those times.
