It's been suggested by some in the office today that cruise missiles worked effectively before and should work just fine now. Any thoughts on what is an acceptable use of force during armed conflict?

Diplomacy. Pacifism Realizing that killing more Syrians as a response to Assad killing Syrians is asinine. Not drawing lines in the sand so that if you ignore the condition precedent threat you must then be seen as disingenuous and incredible. Caring more about doing the right thing than appearing macho and authoritative.
Being strong enough to be honest, moral and just.

Ditto with drones. The collateral damage caused by drone strikes has more than likely created more terrorists thanthey've killed.
