yankeesfan, my friends did The Christmas Shoes as a duet in dance last year, i think that everytime they performed it, at least one of the parents was crying
another one that's sad that some of my other friends did as a duet was Hear You Me by Jimmy Eat World, that got people crying as well

Hmmm, not really sad, but pretty emotionally charged:
Scars (Papa Roach)
"Is It Over Yet?" - Wynonna Judd from her "Tell Me Why" CD.
It gets me every time.
that one ashley simpson sings about how she didn't do your boyfriend... that one is sad. mostly because I can't imagine anyone would touch her. let alone leave their girlfriend for her...
Bright Eyes- Art Garfunkel (= Cry Eyes.)
My Heart Will Go On- (Titanic.)
O man, I second "Christmas Shoes." Only song that's ever made me cry. Also, "Stole" by Kelly Rowland and "Dance with my Father Again" are reallly sad.

"Moon River" - Mancini
"Cold Lamb Sandwiches/That Next Place" - Thomas Newman
I agree with "A Better Place To Be", and would add "Mr. Tanner", also from the late, great Harry Chapin---that is a real tearjerker!!
