Bad musicals are very different from great musicals, aside from the obvious quality factor. Great musicals tend to stick around. They receive revivals and national tours and regional productions, and there are generally more opportunities to see the truly great musicals.
If you read the preamble to his list, it seems clear that the author doesn't intend for this statement to be taken as a hard-and-fast rule for distinguishing bad musicals from good ones. Instead, it's an explanation for why his "bad musicals" list is bound to be incomplete and focused on more recent works - there's just so little opportunity to see older or particularly obscure bad musicals.

have both earned spots on the 50 worst musicals of all time list
i was entertained at neverland and wouldn't put it on my worst list
i love musicals so much I probably wouldn't create a worst list-but it's a smart
vehicle for blogger or critic to generate comments
the only truly horrible musical I've ever seen was lestat and that was in previews so it may have gotten better
