I wasn't aware the prologue section with the Witch was called the 'Witches Rap'. Thank you for clearing that up!
I highly doubt Peters didnt want to be nominated for the Tony. She was nominated for the Drama Desk as best actress, losing to LuPone. Gleason won as supporting actress (beating Judy Kaye for Phantom), setting up the tony race between Gleason and Lupone once Gleason was considered a lead for that award.
Who says "Dont let me win another Tony!" She simply wasnt nominated. Gleason's was the most praised performance. Peters and Brightman were bumped out of the nominations with Gleason and the surprise nomination of Alison Frasier. Judy Kuhn rounded out the top 4. If there was a fifth nomination, I'm sure it would've gone to Peters.
Another quirk of the season's nominations was Alyson Reid nominated for supporting actress over Ferland and Linda Hart.

He wouldnt let himself be nominated because he'd likely win every year (he also had 3 consecutive Emmy wins for I Spy and another for a special the year after). Oprah did the same thing after winning so many.
It always seemed more egotistical that he'd assume he'd win...and he kept all of his Golden Globes and People's Choice awards.

It was a surprise as Ferland was nommed opposite Gleason for the supp. actress DD. Also Linda Hart won a Theatre World Award for Anything Goes...Cabaret opened to mediocre reviews and Regina Resnick and Alyson Reid were both nominated, ousting Ferland and Hart.

^Alysson Reed was (from what I've seen) a very good Sally in a very mediocre production.
It's a shame that awful Chorus Line film tainted her career.
I have to agree that I have a hard time believing that Peters withdrew herself from Tony eligibility. I don't think it's even possible to do that. However, I think it's likely that the producers asked her if she was okay with them not petitioning for the also-above-the-title Gleason to be eligible as Featured, and therefore putting the two of them in competition (with Gleason having the obvious edge since Peters wouldn't be around for voters seeing the show close to the nominations deadline).

Yes, "Act 1 Opening - Part 6" is so easy to remember and rolls of the tongue with such ease. Particularly because there are so many other raps in the score of ITW.

Julie Andrews didn't withdraw the nomination, she decided not to participate. Her name was still read at the awards ceremony and her picture was shown as a nominee.

Andrews attempted to "decline" her nomination because of the "egregious omission" of the rest of her show in her now famous curtain call speech. However, they didn't listen to her and kept her name as a nominee.
Well that sucks. Why would they do that even if she refused to show?
