Honestly, It's not hard to rig a lotto, even when they are pulling the names in plain view.

Also, you may not know that the lotto has been rigged for you without knowing it. Sometimes the lotto person takes a liking to you, and makes sure to grab your name. Other times they purposely avoid someone's name because they annoyed the hell out of them, or were rude, or a looked like their ex-boyfriend. It's just the way it is. It's not really a random system when a human is doing it.
