Patti doesnt appear to be lip-syncing in this clip (we all know she isnt the best at it), so is this possibly material from an upcoming pro-shot?

That's from London. Patti's wig and costume is much improved now.

It’s simply a clip off of the Press B-Roll for the London production. Professionally filmed clips to be used for TV appearances, commercials, reviews of the show, etc. All shows do this and is no implication that the full show was filmed and will be released in the future.
