I cannot answer this. And I expect that NOBODY will answer this before listening to all the composers/lyricists of the history.

Even though Schwartz has written my favorite musical, Sondheim has done some many more of my favorites and is more consistant, Sweeney Todd and Gypsy!!

Cut down in their prime, but if you also consider their film work, I LOVE Menken and Ashman (especially Howard.)
