That's right Smaxie, if you add the keyboards then it is bumped to 13 but it's still rather thin. I mean look at CINDERELLA and that shows 20 or so piece orchestra, it sounded lovely and helped the songs very well.

Cinderella was also at the Broadway which has a higher house minimum (19) than the Neil Simon (14). (To their credit, I think Cinderella went above the minimum and used 21 or 22 musicians). I'd love larger orchestras across the board, but we really lost them when the minimums were reduced.

Most of the full-sized musical theatres (1400+ seats) had minimums that were 20+. A few of the largest theatres were even over 25, if I remember correctly.
