I am asking if the tony committee saw south pacific as groundbreaking. And the direction of the R&H was getting old and tired by the time My Fair Lady happened .

If he hadn't directed South Pacific and King & I, LCT/Sher wouldn't have done MFL. It's been reported that there was sort of a bidding war between multiple teams for the rights.
But to rephrase your question... if The King & I or My Fair Lady had been the first of the large-scale LCT/Sher revivals, would he have won Best Director? Very likely. South Pacific had the magical quality of being the very first time we saw him reinvent a classic on a grand scale, right on the heels of the well-respected Light in the Piazza.
