I actually put together a mix tape back in the early 90's of U2 songs I thought made a nice story. I no longer have it and I'm left with little recollection of what it was going to be about, but I do recall one storyline about a female drug addict. Her friend was to sing Running to Stand Still about her, and my favorite U2 song (Bad) was involved in this storyline as well.

She really needs a couple of more albums out before she can really be concidered, but all of Amy Winehouse's music (so far) has a very strong foundation for storytelling. I've been going over in my head how I could make a smaller musical using her songs work in my head.
I'm going with mateo on the Mama's and the Papa's. Actually, maybe they could musicalize Beautiful Thing with their tunes.
I also was thinking of a musical of the song Delta Dawn using Bette Midler tunes (that would be tough, of course, since they're all written by different songwriters, mostly)
Also a Carole King musical.
