Linda Eder...
And I'll agree with the comment above re: Alfie Boe. I am not certain on what qualities a voice should be judged as "perfect", but it is not often a recording can make me breathless.
That being said, there are performers with voices I prefer above and beyond these, and any mental impression I have of perfect as far as pitch and tone, because of their timbre, character, and execution. And those are the ones I go far, far out of my way to see.

Very beautiful voice.
Gilbert Price sang Feeling Good on B'way. If you have not seen the above, cut and
paste. Worth it.
There are those who have the perfect voice for the role they are playing: Jenny Paz as Kim, Davis Gaines as Phantom and Michael Rupert as Marvin come to mind.

My first thoughts at the sight of this thread were Kelli O'Hara and Marin Mazzie. Glad to see so many agree.
But one voice I've always found absolutely thrilling is Douglas Sills'. He is just phenomenal.

Technically perfect (or close to it):
Linda Eder
Brent Barrett (his Phantom in Vegas is still my favorite)
Marin Mazzie
Celine Dion
Audra McDonald
Simone (daughter of Nina Simone)
Ruthie Henshall
Perfect characterization:
Patti LuPone
Sutton Foster
Faith Prince
Beth Leavel
Christine Ebersole
Joel Grey
Lots more out there. These are just the folks who stuck out to me.

For the people who call perfect voices "boring", I would say; It's not the flaws that make a voice good.
The clips of performances I posted are in my opinion "perfect" because of the story they are telling, the emotion, the sound, the placement of the notes, the rising of the notes, the intonation, the right emotion in every note, but still keep their true sound and on top of that having the most beautiful sound, therefore these performances leave me breathless. True art.
That is very rare. Audra Mc Donald sounds removed from her real voice and Linda Eder does not know how to convey emotions with the intonation of her notes, it sounds too distant and technical.
I agree that Julie Andrews is close to perfect too, as well as Karen Carpenter. They know what their true voice is, and know how to tell a story and convey the exact right emotion and still handle their voice so well that the notes are perfect too.

I agree about Maureen McGovern. She also has the very best pitch of anyone I've ever heard.
Obviously I love Laura Benanti and think her voice is the most beautiful, but "perfect" is such a relative term, but I will go with Maureen for perfection. I also don't care for her as an artist or other "perfect" voices either. They are boring for me.
