what happened to this show? I remember seeing it on Broadway in Chicago website and then I never saw it again and forgot about it until. Is it common for shows to announce big pre Broadway plans and those plans never happening?

Yes, it happens frequently enough. Take a look at the list of upcoming b'way shows on Playbill....some shows listed have been there for YEARS.
Very recently: Rebecca and there was a revival of godspell announced (before the Davenport one) that cancelled the might before the first rehearsal.

Yeah there was an announcement awhile back the Chicago plans were cancelled.

It was supposed to have played Toronto this Oct Nov the marquee was up for months then suddenly it was taken down and nothing been said.

The same thing happened to the Chicago tryouts of Harmony and Masada.
Harmony first premiered in 1997 at La Jolla. It later received productions in Atlanta and Los Angeles, but as with the musical Band in Berlin, based on the same subject, has failed to gain much interest.
Masada released a fancy 2-CD concept recording in 1997 that's not bad. The show was poorly re-conceived for the Chicago tryout and was given a new concept recording in 2006, but unsurprisingly, the Chicago tryout of the new production, now gloomily set in a WWII Jewish ghetto in Warsaw, was scrapped. Two years later, it was re-titled Imagine This and had a tryout in Plymouth, England and transferred to the West End. The West End production was filmed and released on DVD, but it flopped in the West End, closing after just 6 weeks.
