Isn't that because Kimberly Akimbo already won last year, so they don't duplicate the award if the Broadway transfer is also the best musical in a subsequent year? The same thing happened with The Band's Visit in 2017/2018.
Also, their Special Citations were for Parade, Adrienne Kennedy, and La MaMa E.T.C.
Nevermind, I just saw the ballot. No consensus this year, although Adam Feldman did comment that Kimberly's win last year is of note with regard to having no winner this year.:

How many does does the new musical have to get to win?
Is it a simple majority?

If it gets a majority in the first ballot it automatically wins, if not then they vote on whether to award a prize that year, and if so then they go to a second weighted ballot. I'm surprised they chose not to award a prize this year given a clear plurality for Some Like It Hot, but also 3 voters abstained so maybe that was telling. I was surprised that both Adam Feldman and Helen Shaw (two critics I generally respect) chose The Appointment as their pick though, which was by far one of the worst shows I saw this season.

Helen built a career off of building awareness for downtown darlings, it’s no surprise to me that she loved the show that took the big swing.
