I saw Phantom many years ago and could swear that I remember a giant dust cloth covering the proscenium that was then dramatically whisked away about mid-way through the overture (about the moment when the organ transitions to the horns). But seeing recent videos of the overture on Broadway it looks like the proscenium is uncovered from the moment the overture starts. Is that a staging change that occurred sometime in the run, or am I remembering wrongly?

Staging has not changed. The dust covers are removed just before the chandelier begins to rise.

The shrouds covering the proscenium figures are definitely still there during the auction scene.

The recent footage you’re watching are from press coverage and the footage of the rising chandelier they use aren’t from a performance, hence why you see the proscenium exposed and not covered.
