Though Roxie does not get many musical numbers. She is still the lead, considering the whole plot revolves around her. Velma can be argued.

Many actors in leading roles have been nominated/made eligible in the featured category for reasons having nothing to do with their part size, i.e. not wanting to make two actors compete against each other in the same category, or wanting to give an actor a better shot at winning. For example, even though Linda in "Death of a Salesman" is a leading role, the producers asked that Elizabeth Franz be eligable at the Tonys as a "featured" actress since everyone knew Judi Dench would win that year as lead actress. The Tony commitee consented, and Franz ended up winning the featured actress award.
William Daniels was, I think, the one who basically changed the format of eligibility. Before him, it was pretty cut and dry: upove the title = lead, below = featured. (For example, if you can believe it, Carol Lawrence was nominated for featured actress as the original Maria in WSS, Tom Bosley won for featured actor for originating the title role in Fiorello!) When Daniels refused his Tony nomination as featured actor (since John Adams is most definitely the lead in 1776), I think that's when they started allowing producers to petition an actor for a particular category.
