I don't know about the girl cutting, but the seating seems to be very random. My friends and I were sitting in the front row center, and the people directly behind us in the rush line sat in row M, center.
Let's see. My friend got there at 1:30 today and she was second on line. From about 1:30-3:30, there were only about five people there and then at around 3:30, people started coming. I would say the person who got the last ticket got there betweeen 4:30 and 5. No girl cut the line. She was confused and thought it was lottery so she stood at the front of the line until we all explained the situation and she went to the back. Everyone was very polite about it and everyone that was there in time to get a ticket, got a ticket. Although the distributing of tickets was very random. My friends and I were towards the front of the line and got front row, the girl right behind us got M and the boys towards the back of the line got front row, side seats. It was kind of a weird method, but still relatively well organized.

They are giving out as many tickets as they have left over for each performance. There is no set formula. This is why the switched to this system from the fixed number lottery. For the time being at least, if you get there on time it's highly likely you're getting in.
I think the girl who cut genuinely thought it was still lotto and wasn't aware that the actual order of the line mattered. She moved as soon as someone asked her to and it wasn't a big deal at all.
Anyway, I agree that they had a really strange method of giving out the tickets. The people in front of me and behind me got front row and I got row M. I'm not complaining because row M was pretty perfect, but it was just weird and I couldn't really figure out what they were doing with the order. But all the seats for rush are good at least.
That girl didn't actually cut the line... I got there at 1:30 and there was one person in front of me. His friend got there about 2.. She then left at about 4. About 3 other people got there between 3:30 and 4. Everyone else came between 4 and 4:30ish. So not many people actually saw her. She got back about 5 and bought 2 tickets, in addition to her friend that had stayed the whole time buying two tickets. No one actually realized that she was buying tickets. Her friend should have said something when we were counting, but she didn't actually cut...
The blond girl who thought there was a lottory was a different person.
