Half the characters in 42nd Street. Yes, I know you're excited about tap-dancing. Yeah, I know this is you're first Broadway show lead. Yes, I know it's a quarter-to-nine. Why is everyone so damn happy?

Someone mentioned "Into the Woods" I think the following characters in that show are dull:
Cinderella's Father and Mother
Rapunzel (although the original makes some great choices)
The Steward

I actually rather like Anthony and Johanna in Sweeney Todd, but maybe that's just me.
I'll go along with Cosette and Marius in Les Miserables though. And I know I'll probably get shot for saying this, but I generally feel that the character of Joanne doesn't do much for Rent, although she is in some of my favorite songs. I'll agree with everyone who said 42nd Street as well.
