Aren't Concept albums for traditionally sung through musicals or other "high concept" musical? If there's already been a professional major production that kind of takes the "concept" out of the album and it's just a cast recording...

It doesn’t even have the same cast as the Seattle tryout.
No way this makes it to broadway, but it should feel right at home playing Trumps Kennedy Center.
