I have a few questions about this.
Do the performers just switch off every other week from each company or is it more random? For Hamilton for instance, could they be in New York, but bet called in for the show in chicago?
also, besides Hamilton, what shows currently have a universal swing? I know wicked had one or two for a while, but I'm not sure they do anymore.

Universal swings, or all-company swings, are generally based out of NYC. They cover planned vacations and long-term injuries for any of the companies. So yes, a universal swing could be called out to a different city on short notice (in case of injury), but more often than not it is for absences planned in advance.
Book of Mormon had some, not sure if they still do.
When Wicked had various sit downs and two tours out, in addition to Broadway, they had them. With only two US companies right now, I'm not sure if they still do.
Jersey Boys (in the heyday of multiple companies) had a female universal swing. Mainly because each company only had 1 female swing to cover the 3 girls.
I know Melanie Brezill used to be the universal female swing for Book of Mormon a few years ago. She took a hiatus but she's now only with the [second] tour after the first national tour closed,
