If Les Mis at the Papermill counts, than that.
Miss Saigon performed in Redondo Beach at the South Bay Civic Light Opera.
It was brilliant. I thought the production could have easily transferred to a Broadway theater.
Noises Off in San Francisco at Marines Memorial, but I don't remember the company - I think it was like Marin Repertory...
Prelude to a Kiss at Berkeley Rep (pre-Broadway) Actually, many many productions at Berkeley Rep, but that was the best.
Frankie & Johnny in the Clair de Lune at Magic Theatre in San Francisco.

The recent production of Arsenic and Old Lace at Dallas Theatre Center was easily the best production I have ever seen! How Betty Buckely and Tovah Feldshuh became their characters on that stage still astounds me! True perfection.
Let's see:
11th Hour Theatre Company's "The Bombitty of Errors" in Philadelphia was probably the most I have ever laughed at a show ever. Rob McClure, of Encores! "Where's Charley?" was a part of the four-man cast and he was brilliant.
Pittsburgh CLO's "Me and My Girl" with James Brennan and Sutton Foster.
"Go Dog. Go!" at the Arden Theatre Company in Philly - easily the best children's theatre I've ever seen if not one of the best all-around shows I've ever seen.
The Arden also did a magnificent "Caroline, or Change" that same year, I think.
I saw a tour of "Twelfth Night" in Pittsburgh starring Mark Rylance as Olivia that was absolutely brilliant many years ago. I was really young - my first Shakespeare. Nothing has compared.
The best musical I've ever seen regionally though, has to be Philadelphia Theatre Company's recent production of "The Light in the Piazza", directed by Joe Calarco, and starring the brilliant Sherri Edelen. Absolutely rapturous.
I've seen a lot of great stuff regionally. There are lots of geniuses out there.

Going to bump this thread as it took awhile to find the name of this play which for me is the best production by a regional theatre that I've ever seen. I saw it on July 5, 2003 at the Old Globe Theatre in San Diego a play that I knew nothing about or had ever heard of. It definitely fitted in with the World as I knew it in that year. It's called "Pentecost" and here's a review from the LA Times of the production.

Staging was incredible with a huge cast of 21. The star of the show was the set and the giant fresco painting with its final reveal was truly astounding!
When all the different refugees told their stories they were told in their respective languages; a total of 8 were used in the production. It didn't matter that you couldn't understand anything they said their stories were revealed through song and dance.
Looks like from what I can find that it took 12 years to reach NYC in 2005 with the Barrow Group. Did anyone here see it?

Jesus Christ Superstar at the Papermill.
It was the first show I saw in that theatre many years ago, and still stands out.
Also Grease at the Papermill, back in 2003, with Jennifer Hope Wills as Sandy.
