I am assuming it is non equity. The performance center which is hosting is not our usual Broadway season house, which are here for a week. This center started bringing shows last year for one or two dates only, so not sure of the quality. If anyone has any info on this tour or it has come to your city, I would appreciate the info."
I don't believe there are any tours (even non-equity) planned right now. In what city and on what date will this performance be taking place?

MTI's website has two listings for XANADU being performed 'at various venues' in Florida, both licensed to the Slow Burn Theatre Company.
Per this press release, http://www.fortlauderdaleconnex.com/music-arts/30112-acclaimed-slow-burn-theatre-company-announces-new-2016-17-season-at-the-broward-center-for-the-performing-arts.html
Slow Burn seems to be re-mounting its 2012 production.

Performances for the late February, early March run at the Brower Center in Fort Lauderdale are definitely available for purchase on Ticketmaster http://www.ticketmaster.com/venueartist/107373/2250794?brand=broward&camefrom=cfc_broward_web
This page for the performance you mention at the Thrasher Center is using the Slow Burn company's production photos, so it seems like they're performing for one night in early February. http://thcenter.org/showpg_xanadu.html
So it's just a regional production you're seeing, not a national tour.
It looks like a good production. I'd definitely attend if I lived in Florida. Hope this helps!

Thanks sbflyfan for the info. I'm iffy on this. I have never seen a regional production of a show.
