Because men want to have the absolute last word on female sexuality, so they coined this belittling term to categorize behavior they find threatening. It's all about them.
In a Bones episode, Booth explains to Bones that cougar means a woman who prefers to date younger men. Bones reply is something like, "So, basically all women, then."

I think if you're an older woman, and you can get a young man, that's a compliment. YAY for the cougars!
Think of it this way - when young woman goes with a much older man, it's for his money and nothing else.
