The obvious case is Nixon, by Gerald Ford. I think it's still an open legal question though, since no one challenged Ford's action.

I haven’t seen too many questioning the legality of the pre-emotive pardon. Most questions seem to revolve around whether he can pardon himself, with most constitutional and legal scholars erring on the side of it wouldn’t hold up if challenged in court (which it undoubtedly would be)

Yes, they can be pardoned before they are investigated, charged, or convicted of any crime.

Also,as one of my co-workers correctly pointed out today,there will also be 3 former Presidents in attendance--Bush,Clinton,and Obama. Carter is not attending due to health issues. I believe Pence will be there too.
