It's in addition Robbie. It's unconnected, more a bribe than an actual refund.
On something totally frivolous for sure.
Nice gesture but I think that the funds would be better directed at lowing our foreign debt and that the dollar should be pegged to some natural resource. Returning to the gold standard is not practical after the Bretton Woods debacle but Ron Paul is onto something when he suggests that tinkering with the economy for temporary fixes is futile absent a comprehensive overhaul of our financial policy, starting with putting real value back into the US dollar and slashing our obligations to foreign creditors, one in particular.
This refund is more smoke and mirrors.
