This one's hard for me... because certain movies (like "Showgirls") I went in KNOWING it was going to stink, and I just had fun laughing at how terrible it was.
My friends and I call those kind of films "bad movies we love." But because we LOVE how terrible they are, I'm not sure I can call them the worst films ever made, if there is unintentional "entertainment value" to them.
My two favorite "bad movies I love" are Valley of the Dolls and the musical version of Lost Horizon. I've even thrown parties to watch them both. Nothing brings friends closer together than these two gloriously hideous films... and a tray of fierce cocktails.
But something like Pearl Harbor might make my list as a "bad movie that's just bad."
