Take a look at American UNiversity in Washington DC. Not the biggest program, but there are a ton of opprotunities to do shows in the city and there are a LOT of workshops that go on and lots of different shows along wit ha liberal arts education.
I don't recommend USC for theater. Too much money for very little return. I wasn't a theater student but the level of talent wasn't good AT ALL.

The New York State Theater Institute in Troy, NY has a great program for high school seniors. A few students there are actually out of high school, but most do their senior year at NYSTI.

Catholic university in DC has one of the strongest programs around. On top of a great curriculum, they also get great people in for Master classes. Brian Stokes Mitchell, Norm Lewis, Faith Prince, Marnie Nixon...they also have a great relationship with Michael Dansiker at Disney. It's a fairly young program, so not many broadway alums...Victor Hawks(Urinetown), Eleasha Gamble (Under the Bridge). But the degree is very highly respected in the DC theatre community and many graduates get hired consistently after graduation and end up staying in DC and working at great theatres like Signature, Arena Stage, Studio, and Ford's Theatre.
