LES MISERABLES!!!! Duh...jeez, no brainer.
GYPSY is usually considered the Best Book Musical of All Time.

Somebody needs to actually write a musical and name it "The Best Musical Of All Time" just so these arguments are moot.
For me personally it is "Ragtime". Though I can definately see "Gypsy" and "Sweeney Tood" up there.
Gypsy

West Side Story

Hmm...well i think you could say "the best musical of the 40's" or "the best musical of the 90's" but all over...so many different hits...
...
Gypsy would probably be up there
Bye Bye Birdie too (even though its not quite as well loved or famous as others, i still think its brilliant)
Anything by Rogers and Hammerstien
and, oh, about a hundred others...
What is The Chorus Line ? I'm only familiar with A Chorus Line
I promise I am not trying to be rude when I say that folks need to learn the extreme difference between attempting to assess best and worst--and personal faves. There is a huge difference between good and bad and like and dislike. Huge. Both may be opinions, but both may have different criteria.
For example, while I love A Chorus Line--it is not my favorite. But, I believe it to be the Best Musical of all time.
Two words: Les Miserables
I think it would be cool to develop some sort of points system to truly determine what is the best, with categories like choreography, theme, musical score... etc so that it can actually be determined.
But then are we qualifying Musicals? Or productions of musicals?
To qualify Musicals, we can only look at what's on the page.

Wicked's great... but not best..
I'd say Fiddler, or West Side Story.
Gypsy, Sweeney Todd, and West Side Story are all up there.
And Wicked? Yeah, hon, sure. Whatever.
The book has plot holes you could drive a semi through.
leik zomgz wicked! dur!!11!
*cough*
Actually, I'd have to say my choices are:
Into the Woods
Kiss Me Kate
West Side Story
Sweeney Todd
Les Miz
Les Miserables!
Though I do love Wicked, Rent, Evita and Jekyll & Hyde.
West Side Story gets my vote.
... They're playing our song. hands down the best.

Its wicked and if you dont agre your stuuupid. IDINA ROX MY SOX
I'll add another vote for Ragtime.
It really is a stellar show that doesn't get mentioned enough.
Seriously child, you need to edit that excessive Wicked post. It's one thing to be disruptive in your posts, it's another to stretch out the entire page.
And the envelope, please...
It's a tie! Gypsy and Sweeney Todd!
So many people judge a show on who's in it rather than overall quality. Sometimes, the casting makes or breaks a show. Other times, it doesn't matter because the show is what counts. So, all casting aside, let's look at just the show itself.
