I don't think it was hypocritical they gave it to the Billy boys but not the Matilda girls..
I personally think they realized they made a mistake the first time and are now correcting it. The actors involved have to be a full time lead - not alternates sharing one part.
I also think it should a rule that the actors nominated need to be in at least 6 performances a week to be considered a LEAD. After that you are supporting at best or in some other category the Tony committee needs to invent -
