I don’t get this. When I look at the seat map those four seats on each end of Row M center are showing as discounted at $199…but the rest of the (non-promo) seats in the same row are also $199.

It's ticket selling sleight of hand. If you look at a seating chart without the promo code activated, you'll see that the four seats on the outside ends of Rows L&M are regularly priced at $249, while the rest of each of those rows is priced at $199. They've chosen to discount only the seats on the outside ends of Row M by $50, with the result that the whole row is priced the same. 

Ticketmaster has been doing this for years, usually at arenas and larger venues where there are a lot more rows and aisles and therefore a lot more seats on the end of aisles. For some shows it started out as the two outside end aisle seats, sold as "Preferred seats", then advanced to four seats on each end. Now looks like Telecharge is doing the same thing here, although I'm pretty sure I've seen it on some of their other shows as well. (For Mincemeat, many of the two side orch & front mezz aisle seats are priced higher than the remaining seats in the same row.)
