Does Equity just turn their head at stuff like that, or do the actors, etc get compensated?
Nobody get compensated because, really, nobody outside of Equity for their own archaic reasons cares and most performers (at least every single one I know, from the very famous to the chorus boys/girls) want to have them for themselves.
I've always heard of this infamous soundboard for Follies. How would one go about getting this?
In a perfect world these audio recordings would be extensively cleaned up and released for sale. I do hold out hope that might happen one of these days.

What a shame that Miles Krueger has perhaps the largest collection of theatre memorabilia on Earth stored up in his house. He should donate his collection to a place where they can be better cared for and more safely preserved.

The search for such footage has certainly had its frustrations. In particular, McKay notes that theater historian Miles Krueger is sitting on a treasure trove of theater memorabilia of all types, including films and recordings, but refuses to let anyone near it. McKay cites only one example: "There was this little old guy, a librarian, who came to New York twice a year [during the golden age] and, with an 8mm camera, shot about 20 seconds of every major number in every Broadway musical he saw. He left all of the films to Miles, but Miles won't share them. I told him, 'Miles, the guy left them to you so they would be seen.' He just said, 'No, I can't because it's not really legal and I could be arrested.' I said, 'Meanwhile, the stuff is rotting in cans in your closet.'"

I would do anything to see clips or hear audio of Chita's original Anita. Dying to see/hear her book scenes.

The truly frustrating thing when trying to deal and reason with Miles is that he wants to keep them all to himself so he can eventually release them on DVD which he simply can't do because he just doesn't have the rights to them to do so.
Luckily (and this is a BIG luckily), he has learned how to properly store them and they aren't just in a drawer anymore rotting and collecting dust. However, I personally do not believe that we will see these surface in his lifetime. And while you're saying your evening prayers that he comes to his senses, also pray that nothing ever happens to his house. Because if there's a fire or if there's an earthquake, these are gone forever. They are the only copies of actual onstage footage from shows like Camelot. My Fair Lady. Where's Charly. West Side Story. Guys & Dolls. etc. etc. etc.
Also - these are all silent film clips, no audio. And when he passes, if they are still in his possession, I just hope he's made proper arrangements in his will for them to go to someone who will do the right thing.

I admit I always took it at face value. Assuming it's all true, I didn't realize he feared he'd get arrested. I thought he was just some bitchy old fag who didn't want to share.
Take it from me, Miles has this stuff. If you go to his house he's more than willing to screen it for you. He showing it off.
