I've always thought the lyrics to "And This Is My Beloved" from Kismet were INCREDIBLY romantic:

i really like "to love another person is to see the face of god" from les miz, also "the rain will wash away what's past... i'll sleep in your embrace at last" from les miz breaks my heart every time.
i agree with grommetik about fantasies come true from avenue q (hey i rhymed!); it is very sweet.
and your eyes from rent is lovely. "now i'd die for one more day, 'cause there's something i should have told you... when i looked into your eyes, why does distance make us wise? you were the song all along, and before the song dies... i should tell you, i should tell you, i have always loved you. you can see it in my eyes!"

When I heard the first line of Anthony's "Johanna" in Sweeney Todd, I honestly cried. It's so romantic in it's simplicity. I do still get chills from it.

I agree with "I wish I could Forget You."
I also find many of Lorenz Hart's lyrics terribly romantic. One of my favorites, although not one of his best known is "I'll tell the Man in the Street" ("I'll tell the man in the street/ And everyone I meet/ That you and I are sweethearts...").
Alan Jay Lerner was also an incredible romantic, and I adore "Here I'll Stay" ("And the world other's woo/ I will find loving you/ And so here I'll stay...").
