I know that Billy Elliot has an OLCR, but do you think they're going to or are planning to, at least, record an OBC recording?

Sadly, I don't think so -- following in the footsteps of Phantom and the others that didn't rate an OBCR. I like the London BE recording and think it's a fine momento of the show. However, it would be nice if a OBCR could be done, with all the Billys doing a number -- or, as an appendex, the others doing a song or two that the chosen one performs on the whole set. Just my thought.

Maybe they will record a few OBC songs and in 2 years, make a 5th anniversary ediction "Billy Elliot" OLCR with bonuses, like those OBC songs and maybe even some numbers from the Australian cast, and by that time, BE will probably have opened up foreign-language productions (I've heard that they are considering Germany and Japan, which are the 2 most popular foreign-language musical theatre markets) that they can add on.

With PHANTOM the two leads were the same as in London so that is the primary reason there was not OBC recording. But we miss the fantastic performance of Judy Kaye.

With a completely new cast there MIGHT be a chance for an OBC for BILLY ELLIOTT.

While I understand the economic reasons behind the recent trend in one English Cast Recording (even in the smash hit shows that would easily sell multiple versions), I do kind of miss the ability to listen to multiple versions and compare (not to mention it gives the actors a bit more money in their pockets - which is always a good thing in the economy we live in).

There is almost no chance that there will record the Broadway cast, especially with the brilliant Haydn Gwynne reprising her role as Mrs.Wilkinson. Would love to see a new cast recording, but realistically speaking, it won't happen.

What are some of the recent shows that got an OLC as well as an OBC recording? South Pacific comes to mind (even though those weren't the original casts, but you get the picture)... any others?

There hasn't been any shows that released Broadway AND London recordings in years. (or at least the new productions)
Parade has a London cast recording as well as Broadway, but it was years after the Broadway premier. The only other show that I can think of within the last 10 years that produced more than one cast recordings is Ragtime (but it was different, as Toronto recording was just a "highlights" and they recorded OBCR in full). Before that would be Chicago Revival, Sunset Boulevard, Beauty and the Beast, Crazy for You, Kiss of the Spider Woman, Joseph..., etc.

Anyway, no, there is a low chance that the OBC will be recorded.

SOUTH PACIFIC doesn't count since the Carnegie Hall concert and the Lincoln Center revival are two different productions.
HAIRSPRAY, CHITTY CHITTY BANG BANG, MARY POPPINS, AVENUE Q, WICKED, SPAMALOT, and SUNDAY IN THE PARK WITH GEORGE have all produced a single English-language cast recording, unfortunately.

You're right about South Pacific, ray. The Royal National Theatre and Lincoln Center productions were not exactly the same. So those recordings just fit in the 'same music, different production' category.

I don't think that they would. Keep in mind that most cast albums are bought by tourists who are leaving the theatre or at intermission. And, for the most part they can't really tell the difference between the cast on the CD and if it is different the cast that they saw onstage.
