The original production was cast with young adults (18-30 range), although there were some younger teenagers in the cast. The youngest cast member, Abby Pogrebin, was sixteen.
Hazelwood Jr High by Rob Urbaniti comes to mind.

Dog Sees God (it CAN be done with adults, but if I recall correctly, all the characters are teenaged). the musical Bare also features mostly teenagers, but it does require 3 or so actors to play adults.

The stage adaptation of The Outsiders features a predominantly teenage cast, with the exception of (I believe) two teachers who only appear briefly. They could be cast with older-looking teenagers easily.

I have a musical in my files in which all but two of the characters are teens. It also has an all-female cast. I discarded this particular piece for a while, but now I'm thinking there could be something there after all.
Anyone who feels like reading it is more than welcome...

Depending on how deep you want to go with your content, I would also recommend looking at the plays that are coming out of the Big 10 Theatre Consortium. Personally, I worked on one of the first productions of Good Kids by Naomi Iizuka, and it is still one of my favorite shows I have done (when its done right). I have also been to a reading of Baltimore by Kristen Greenridge (I think). I don't know much about the recent ones. They are all written to be centered around young adults, and specifically provide roles for young women.

Baltimore requires at least one adult character (Dean Hernandez).

It does? Oops! Its been a couple years now since I have seen it. Also, quite possible we did not actually use an adult. Good Kids definitely does not have any adults though!
