Actually, from a legal standpoint, you do have a right to film or photograph people in a public place with or without their permission. Basically, anything you can see from a public space with the naked eye (i.e. without using telescopic lenses, etc) is fair game.
Now, that doesn't mean it's polite or socially acceptable or, depending on the situation, un-creepy to film people who ask you not to. Like you might raise some eyebrows if you stand around filming kids playing in a public park. But it is legal. Just the old media law class creeping up on me. :)
