Probably because the album was written as a rock opera, much like Tommy, which was nominated for, and won, Best Score.
But I do see what you mean. It does include some Green Day songs not from the American Idiot album.
I agree with Mister Matt... no locks. Just look at last year's Tonys: 9 To 5 was also said to be a lock in the Best Musical category and we all know what happened then.
And it happens every year. Every time I see "_____ is a LOCK for...", I wonder if the person has ever seen the Tonys. And as vastly different our opinions on BWW are, they are nothing compared to the Tony committee.

If the Tonys rule that 'American Idiot' is Tony-eligible for Score, it won't be due to one song that's never been on an album. It'll have to be due to a larger principle. In an Associate Press story, Billie Armstrong said that it was written to be staged or made into a film; in a seemingly contradictory interview with Entertainment Weekly, he acknowledges that 'I didn't know I was writing a musical when we did it.' It'll be up to the Tonys to determine whether it meets their criteria, based on how they interpret their rules.
