Looking at trailers and production shots ( haven't seen either production due to living in England) of both the Broadway production and the US Tour the sets and effects look similar, are there any major differences or scale backs in the tour compared to the Broadway show?
I am only asking as in England nearly every national tour of a Westend show is scaled back and not as spectacular s its london counterpart so interesting to see if over the pond tours a bigger deal?

The only major difference between Broadway and the first national tour is that none of the flying monkeys swing out over the audience.
For the second national tour there are many differences from what I hear. I haven't seen the second national tour, so I cannot comment on those changes.

The Monkeys fly over the audeince?! Doesnt happen in the westend production

For one thing the flying monkeys fly over the front area of the orchestra seats.
Another thing is that the Broadway prduction is more heavily themed. From the curtain, to the atmosphere surrounding the stage, it's more themed and detailed.

Depending on the city, sometimes the reveal of Elphaba at the end is accomplished with a set piece that looks like a well that she hides behind, if the theater can't accomodate the trap door to do it the usual way.
