Governor John Bel Edwards, makes it clear that if Obama visited first and second responders will not be able to do their jobs effectively. He explains,
"It is a major ordeal, they free up the interstate for him. We have to take hundreds of local first responders, police officers, sheriffs, deputies and state troopers to provide security for that type of visit. I would just as soon have those people engaged in the response rather than trying to secure the president. So I’d ask him to wait, if he would, another couple weeks."

Petralicious, it's possible Obama at that time, was not aware of the amount of man power that would need to be diverted from rescue efforts to secure the area for the POTUS when he criticized Bush, but part of his complaint was not just the flyover but also the time it was taking to get help to the area.
That said, I can see people thinking it's crass--even though he's well informed and running the relief efforts from the Martha's Vineyard-- to not fly back to DC or even do a fly-over. And just about anyone can have an opinion about how someone should have handled something and then when in the same shoes, find it's harder than they thought--the POTUS included.

You're welcome, Petralicious. I am an Obama fan, I think he is smart and well spoken--not perfect. The last eight years haven't been a mixed bag though I think we did well with some social reform areas.
There is a lot of unflattering Hillary stuff Obama said when he was competing against her and vice versa. Trump is on record saying some very flattering things about Hillary in the past.
And the things Obama said about Bush not stepping up with Katrina, some of that can be chalked up to ignorance about the realities of getting the POTUS around securely and some election trash talking.
None of it is pretty discourse or always grounded in hard facts.
Trump seems to revel in no facts, but his new spokeswomen trashed him during the primaries when she was working for Cruz--it's laughable what she said then compared to what she'd saying now, but sadly, that's how our election year talk goes. Trash your opponent until you or they need your support or their pay check. There are no saints here.

The strangest part about Trump's outreach to African Americans is that he has yet to deliver the speech in front of an audience that includes actual African Americans. That "what have you got to lose" ditty was said in front of his typical crowd of older and education-deprived white men.

Regarding Trump's recent pitch to black voters. Let's get real. He's speaking in predominantly white neighborhoods to overwhelmingly white crowds. Those speeches are not really directed at black voters. Not even the most pollyannaish members of Trump's team think they'll get anything above single-digit support from the black community. Those speeches were directed at white voters who may be leaning toward Trump but don't wish to be labeled as racists and xenophobes. More traditional conservatives for whom Trump's racist, xenophobic rhetoric does not resonate.
"Oh, look, he's reaching out to the African American community"
"Oh, look, he's showing some humility by admitting that he regrets some of the things he's said on the campaign trail"
He's giving those white voters an out, an excuse to support him. It's actually pretty smart. But, demographically speaking, it's not going to win him enough votes to make a difference in the general.
