The very brilliant novelist Arthur Phillips has applied his writing skills to coming up with a draft of a 28th Amendment that would re-write the Second Amendment.
The idea is that it could be crafted into an amendment that would satisfy the agendas of both the right and the left.
The idea seems to be something we could all make happen in our lifetimes. Here are the five tenets:

1) This 28th amendment supersedes the 2nd Amendment.
2) Every citizen has the right to own firearms suitable for hunting and/or self-defense.
3) However, each municipality and state may make such law as it sees fit to regulate if and where such weapons may be carried outside the home and in what quantity, and such limitations as it wishes to establish regarding a gun owner's minimum age, mental fitness and/or criminal history.
4) The Constitution of the United States establishes a democratic republic. It does not contain, in this amendment or elsewhere, an implicit right of the population to launch an armed rebellion against its own government.
5) Finally, a well regulated Militia, being necessary to the security of a free State, each State may maintain a National Guard, and the Federal Government may maintain a military force for the protection of the nation.
