Lots of these women would be good but I think only two of them are really suitable and could sell enough tickets to make it viable, Megan Mulally and Bette Midler.

Not a name, but I think Elisabeth Withers-Mendes would make a BRILLIANT Dolly.

I like the Bernadette idea, but out of more curiosity than anything.

Olga Merediz ( currently on Mamma Mia) is the funniest Dolly I have ever seen ( Including Channing).

I don't know how she'd fare comedy-wise, but Louise Pitre would be interesting.

What about Jennifer Saunders (from AB FAB)? That would be hysterical, but ONLY if she plays herself playing Eddy playing Dolly.
