Ah, so we're talking about the people who are able to directly relate to his experiences in Detroit. While I agree they undoubtedly have a different level of appreciation for his music, they could hardly represent the majority of his fans, or else none of us would know who Eminem was. He'd be a local phenom, like South Park Mexican was to Houston.
Actually, non-Houstonians MIGHT have eventually known who South Park Mexican was were it not for that tricky underage girl situation, but that's another story.
Anyway, his music might not be intended for the masses who go to his concert. But you don't get to choose your fans. And, I'm pretty sure it is on some level, anyway.
